How the EU sets the limits

  • The VAT Directive requires a standard rate of at least 15%, with no maximum.
  • Since the 2022 reform, member states may apply up to two reduced rates of at least 5% to goods and services listed in Annex III, plus one rate below 5% and one zero rate for up to seven categories of basic needs such as food and medicines.
  • Each country chooses its own rates within these limits, which is why the same product can carry 7% in Germany and 5.5% in France.

Using the right rate

  1. Find where the supply is taxed. For goods this is usually where they are delivered; services and online sales to consumers have their own place-of-supply rules.
  2. Check whether the item has a reduced rate or is exempt in that country.
  3. Add tax to a net price by multiplying by (1 + rate). To take tax out of a gross price, divide by (1 + rate), as explained in how to remove VAT or GST from a gross price.

Worked example

The same €100 net price in four countries

At the standard rate it becomes €119.00 in Germany, €120.00 in France, €121.00 in Spain and €123.00 in Ireland. At the reduced rate for food it becomes €107.00 in Germany, €105.50 in France and €109.00 in the Netherlands.
