Cameras usually store the picture in the sensor’s own orientation and write a separate EXIF tag saying which way up it should be displayed. Software that reads the tag shows it correctly; software that ignores it shows the raw, sideways version. That is the whole explanation for the familiar situation where an image is fine on a phone and wrong once uploaded. Rotating and re-exporting here resolves it by turning the actual pixels, so the file no longer depends on anyone honouring a tag.

The transformed image is drawn onto a canvas and exported as a new file, so it is genuinely re-encoded — a JPG is recompressed at the quality you choose, and the output is not byte-identical to the input. The metadata block does not carry across either, which means EXIF, camera details and any GPS coordinates are absent from the result. That is a consequence of how the export works rather than a metadata-removal feature; if stripping metadata is the actual goal, the dedicated tool is the right one.

Rotation is offered in ninety-degree steps only, not at arbitrary angles. An arbitrary angle requires either cropping the corners away or padding the frame, and both change the picture in ways that need a decision this tool does not ask for. Quarter turns and mirroring cover the cases that actually come up — orientation and mirroring — and leave the image otherwise exactly as it was. There is no cropping, no resizing and no enhancement here; those are separate jobs with separate tools.

What is the difference between rotating and flipping?

Does it lose quality?

The file is re-encoded, so a JPG is recompressed at the quality you pick. Resolution is unchanged — rotating does not discard pixels.
