When you add a JPG, the tool decodes it in your browser and redraws it onto a canvas, then re-encodes it as WebP at the quality you pick. JPG is already lossy, so the conversion re-compresses the image; a higher quality keeps more of the original detail. The file never leaves your device between steps.
